Procurement Manager - Facilities and General Services
This position is responsible for carrying out significant aspects of AFSCME headquarters and field purchasing operations. The primary job objective is the provision of efficient and effective purchasing support to AFSCME at the lowest effective cost. This position reports to the Director of Facilities and General Services.
DUTIES: Responsible for strategic and tactical implementation of all Purchasing activities across AFSCME. Develops purchasing strategies and identifies means and methods for carrying out those strategies. Identifies suppliers, analyzes capabilities and selects vendors. Determines prices, terms and conditions for goods and services. Creates, negotiates and manages contracts. Reviews and approves purchase requisitions, purchase orders. Ensures compliance with AFSCME purchasing policies and industry best practices for purchasing and receiving operations. This includes periodic review of other AFSCME department purchasing documentation. Serves as a member of the AFSCME-wide Purchasing team and collaborates as required with the Assistant Director, Graphics and Video, Print-Purchasing Buyer and Purchasing Buyer. Certifies vendors and inspects them to ensure compliances with AFSCME sourcing guidelines. Develops purchasing instruments (RFP, RFI/RFQs, standard terms and conditions). Provides purchasing support to AFSCME field offices as required in support of office openings and ongoing operations. Assists Director with development of long term purchasing strategies. Exercises strong fiscal responsibility by minimizing expenses, obtaining appropriate approvals, developing, and maintaining appropriate documentation for all expenses. Will be responsible for auditing all departments’ procurement records for compliance and presenting the findings in a written report. Leveraging AFSCME wide purchases to ensure best value. Responsible for the oversight and/or purchasing of all capital items including software, hardware, furniture, fixtures, services, and repairs for AFSCME in accordance with procurement regulations. Hires, supervises, trains, and evaluates staff to meet operational needs. Develops customized training/development plans for direct reports as required with an emphasis on purchasing skills. Anticipates and recognizes problems and/or issues and brings them to the attention of the appropriate staff member. Coaches/counsels staff on methods/procedures for ensuring that AFSCME procurement activities are carried out to the highest standards. Performs other duties as assigned.
REQUIREMENTS: Graduation from an accredited four-year college or university with course work in business or procurement management and previous experience managing purchasing; or any equivalent combination of education and experience which provides the following knowledge, skills and abilities comprehensive technical knowledge of purchasing methods, procedures and practices including competitive bidding, vendor certification, weighted scoring methods, contracting for goods and services, contract terms and conditions. Experience with a variety of purchasing vehicles including but not limited to: contracts, purchase orders, blanket purchase orders, commercial off the shelf purchasing software, purchasing cards and performance-based contracts. Experience purchasing a wide variety of goods and services including premium/promotional items. Ability to interact with others with tact, diplomacy and discretion. Purchasing activities are carried out in a challenging operating environment requiring strong analytical and communications skills and consistent performance. Excellent interpersonal and communication skills. Strong organizational skills and ability to respond appropriately to competing deadlines and frequent changes in priorities and schedules. Initiative, sound judgment and the ability to work independently with minimal guidance/supervision. Experience effectively supervising staff for the purpose of accomplishing goals and objectives. Knowledge of general financial and budgeting practices and methods. Highly proficient with desktop computing. Knowledge of MS Office Suite. Certified Purchasing Manger (CPM) or CPM candidate desirable but not required.
